A culture, like any human relationship, is built largely around the nonverbal, which constitutes 80% (some say 90%) of the communication.
The nonverbal is integrated from birth or even before, in the melodies of sounds perceived by the foetus in the uterus for example

Little anecdote tonight that says a lot about the cultural unspoken and hence the great potential of non-reciprocal understandings that we can go through in expatriation
A short while ago, I wanted to use a common room of the building in which we live to organise discussion groups around the expatriation that i am lauching with two colleagues
For that, I had to look at who I could ask for the key
Between the door keeper who simply refused to give me the keys, one very nice neighbour we have for who it took me 15 days to physically see her;

The contacts between us were going through the doorkeeper or the cleaning lady and not directly between us, but the doorkeeper didn't pass on the messages. . .

In these situations, it seems to me that we must find an in-between path because we should not forget that if we do not understand what is happening, it may also be obscur for the local individual as well
Each person is rooted in their own references and cultural unspoken
As an expatriate, we come in and will leave the host country, we do not change anything in its rules; we have to position ourselves in relation to them without forgetting our own values that we should not abdicate

Thin boundary line that we feel more or less depending on the day !
In my personal situation, doorman happy or not, I would have those keys and the information about using the common room, finding my way through all those social codes I didn't quite understand
One thing is sure, getting mad leads nowhere, the other person has his reasons, although we may
not understand them because they belong to the submerged part of the iceberg !
